(a)          Is it fact that a scheme of repair and maintenance of forest building  District Karachi, Hyderabad, Sukkur, Mirpurkhas and SBAwith cost of Rs.32.000 Million was to be completed by June, 2018;

(b)               If answer to (a) above is affirmative, whether the same has been completed?

ANSWER

Syed Murad Ali Shah (Chief Minister) Minister for Forest &Wildlife:

A new development scheme titled “Repair and maintenance of forest buildings of 04 districts” was proposed and included in ADP 2017-18 at Sr. No.635 with total cost of Rs.32.00 million for one year i.e 2017.18.

The PC-I of said scheme was prepared and submitted to Administrative Department vide this office letter No.D.IV (a)/-142 dated 29.09.2018(copy attached) for consideration in DDWP forum. The same was forwarded by Administrative Department to Planning & Development Department vide letter No.F&W (SOII) NewADP-635/2017-18 dated 30.10.2017(copy attached).Administrative Department was expedited to convene DDWP for consideration of PC-I vide this office letter No. D.IV (a)-207 dated 03.11.2018(copy attached) but the scheme could not be processed in the year 2017-18.

Since the scheme was not approved and started hence it will not be considered to be completed by June, 2018copies of the above letters are annexure placed on the table of the House.

 

*177.   Ms. NusratSeharAbbasi:        Will the Minister for Forest & Wildlife be please to state:-

(a)    Is it fact that a project of establishment of Shaheed Benazir Bhutto Central City Park (SBA) project with cost of Rs.150.00  million is to be completed by June, 2019;

(b)   If answer to (a) above is affirmative, detail of work completed and amount spent todate?

Syed Murad Ali Shah (Chief Minister) Minister for Forest &Wildlife:

A new development scheme titled “Establishment of Shaheed Benazir Bhutto Central City Park” was proposed and included in ADP 2017-18 at Sr.No. 636 will total cost of Rs.150.00 million for two years i.e 2017-18 to 2018-19.

The said scheme was included on the assurance of district administration Shaheed Benazirabad regarding availability of land for developing central park in Nawabshah city. But the PC-I of same could not be submitted within the stipulated date of the Administrative Department as the district administration could not give written assurance for availability of land for carrying out the development works. However, Secretary Forest &Wildlife during the mid-year review meeting of ADP 2017-18 held on 18.01.2018 informed that as the scheme in not coming in the purview of forest & wildlife, so the same will be shifted to Commissioner. Since the scheme was not approve hence neither any amount was released by Finance Department nor incurred by Sindh Forest Department till to-date.

(a)    Is it fact that a project of conservation and Management of Bio-Diversity and Development of Eco-Tourism at Deh Akro-11 wet land complex wildlife sanctuary SBA is to be completed by June 2019;

(b)   If answer to (a) above is affirmative, detail of work completed and amount spend todate?

Project titled “Conservation & Management of the Biodiversity and Development of ecotourism at DehAkro-II, Wetland Complex (DAWC) Wildlife Sanctuary District” Shaheed Benazirabad, is to be completed during the year 2019.

Finance Department has allowed an amount of Rs. 20.000 m for the year 2018-19. Besides the through forwarded for the year 2019-20 is Rs. 38.185 Million.

Efforts taken for vacation of encroachment

On directives of Chief Minister, Sindh received during the departmental briefing held on 28th July, 2018, a comprehensive campaign has been launched against the encroachers of forestland through the assistance of Pak Rangers, Police and District administration. All the details of encroachers have been shared with the honourable Session Judges, who are the convener of the District Public Vigilance Committees constituted by the orders of Honourable High Court of Sindh. The members of (PVCs) include Deputy Commissioners, District Police Officers and other members of Civil Society. As a result of this vigorous campaign an area of 15,733 acres has been vacated so far. The campaign shall continued till the vacation of entire encroachment from forestlands.

No forest land has been by given by the Sindh Forest Department tender or lease to the timber traders. Hence the requisite information may be treated as blank.

The progress on the efforts to save and reclaim the Mangroves in Karachi and at Indus Delta?

ANSWER

Government of Sindh has always taken seriously the issue of protection and rehabilitation of mangroves of Indus delta that includes mangroves of Karachi as well. Although the protection and rehabilitation of Indus Delta Mangroves started in 1990s but it has been accelerated since 2008 and onwards. The Landsat images analyzed by SUPARCO in 2009 identified the mangroves cover over an area of 107,640 hectares. Abstract of the study is attached as Annexure placed on the table of the House-. Since then about 90,000 hectares have been added as new mangrove forests in the Indus delta through three development schemes funded by Government of Sindh. Consequently, the area of Indus delta under mangrove forests since 2008 has almost doubled as depicted in following graph.

The total area of Indus delta is about 618,000 hectares and out of which about 344,000 hectares were declared as “Protected Forest” in 1958. The remaining area of about 274,000 hectares has been declared as “Protected Forest” in 2010 during 1st tenure of PPP, government. Mangrove Forests near Karachi play important role in the protection of coast and precious installations on the coast, thus every possible effort is being taken to protect and rehabilitate mangrove forests of Indus delta including Karachi mangroves as well.

(a)    Is it a fact that many forest land in district Thatta has been illegally occupied;

(b)   If answer to (a) above is affirmative, steps taken to remove occupation?

Illegally occupied forestlands in District Thatta is about 4699.0 acres

Steps taken to remove illegal encroachment:

Out of above illegally occupied land in Thatta, an area of 1335 acres has been vacated prior to the launching of current campaign on the directives of Chief Minister, Sindh. During current campaign which has been launched against the encroachers of forestland through the assistance of Pak Rangers, Police and District administration and under the overall supervision of District Judges (PVCs), about 380 acres have been vacated. The campaign shall continue till the vacation of remaining area of 2984 acres of the forestlands of Thatta.

 

*606.   Mr. Rabistan Khan:   will the Minister for Forest & Wildlife be please to state:-

(a)    Is it a fact that lacks acres land along with sides of River Indus is under encroachment;

(b)   If answer to (a) above is affirmative, steps taken to vacate the same?
